Our leadership Team is passionate about maintaining a culture of people first – this includes focusing on and serving our employees and our clients. Our organization is a dynamic, experienced Team of personnel who are driven by the desire to excel. Our employees are empowered to effectively and efficiently support our clients and have the resources available to solve the most difficult issues. We often combine the expertise and experience of our leadership and our employees to resolve the most difficult challenges and recommend viable solutions to our clients.

Tim Reardon
Chief Executive Officer

Currently the CEO for Sayres Defense, Tim has over 25 years of government contracting industry experience including roles as former CEO of Constellis, President of Lockheed Martin Information Systems & Global Solutions, and President of Leidos Defense and Intelligence. Additionally, he has served on multiple boards including LM UK and Australia, the Intelligence and National Security Alliance, and the Humane Rescue Alliance. Tim earned a Bachelor of Arts from the University of Virginia and a Master of Science from The George Washington University.

Terri J. Hague
President

Terri has over 25 years of contracting and operational experience as a Federal contractor with expertise in contract development, administration and negotiation. Her expertise includes a keen understanding and application of Federal Acquisition Regulation (FAR) principles and Generally Accepted Accounting Practices (GAAP). Ms. Hague, formerly JRAD’s COO, oversaw the day-to-day operations, including Human Resource and overall contracts administration. She is focused on short and long-term strategy development for the future growth of JRAD. Terri attended Averett University where she earned a Bachelor of Arts degree in Business Administration.

James (Randy) Scrocca
Program Management Office Lead

Randy’s 22 years of technical and program management experience supporting the DoD and other Federal agencies brings significant value to the JRAD Team. Randy is responsible for developing and leading our Program Management Office, including Program Managers, Deputy Program Managers and corporate program analysts. He also serves as a part of our strategic leadership Team. Randy attended the Johns Hopkins University where he earned two Masters of Science degrees in Applied and Computation Mathematics and in Computer Science. He also attended the University of Delaware where he earned a Bachelor of Arts degree in Mathematical Sciences.

Dr. Shannon F. Shelburne
Facility Security Officer/Lead Program Manager

Shannon is a Lean Six Sigma Qualified Black Belt with over 15 years of programmatic, security and program management support and leadership experience.  As a subject matter expert in statistics and Design of Experiments, she lends her expertise to various Federal programs in areas including trend analysis and various other T&E methodologies and applications. She is also recognized as a Certified Security Officer through the Defense Counterintelligence and Security Agency and oversees our Corporate Security Program. In addition, she leads several Teams as a Program Manager supporting Federal acquisition programs. Shannon attended Virginia Tech University where she earned a Ph.D. and Master of Science in Statistics, as well as a Bachelor of Science degree in Mathematics.

Robert Miele
Strategic Relationship Manager

As the Former Executive Technical Director/Deputy Commander of the U.S. Army Test and Evaluation Command (ATEC), Rob brings significant technical, scientific and professional expertise to JRAD. He has over 30 years of experience supporting the U.S. Army and Joint services in Test and Evaluation. As a natural follow-on to his retirement from Civil Service, Rob now serves in the role of Relationship Manager as part of our leadership Team forging partnerships with the Government and industry. Rob attended the National Defense University where he earned a Master of Science degree in National Resource Strategy. He also attended the Johns Hopkins University where he earned a Master of Science degree in Applied Mathematics. Finally, he attended Widener University where he earned a Bachelor of Science degree in Electrical Engineering.
