Job Description

Seeking an exercise planner with experience in designing, planning, conducting and evaluating complex Homeland Security Exercise and Evaluation Program (HSEEP) exercises. The exercise planner will use his/her familiarity with HSEEP principles to work with team members, developing an exercise from the concept state through the completion of after-action reporting. The exercise planner will design exercises to test federal, state and local capabilities to respond to a biological agent release in a large metropolitan area.

Geographic Location – Washington, DC

Role and Responsibilities

  • Create materials for and/or lead exercise planning meetings, and be able to convey outcomes in clear succinct reporting that will be actionable to managers and fellow planners
  • Draft exercise documentation including exercise plans, situation manuals, controller/evaluator handbooks, master scenario events lists, exercise evaluation guides, and after-action reports/improvement plans
  • Work with a variety of stakeholders at the local, county, state, regional, and federal levels; including response organizations and public health agencies to coordinate communications, planning and execution activities
  • Develop trend analyses from exercise data, capturing innovative practices and lessons learned and track implementation activities to be shared with a variety of agencies and organizations.

Required Skills and Education  

  • Bachelor’s degree in public health, environmental health or science, emergency management, industrial hygiene, public administration, or other related field
  • At least 2 years of experience in public health field or emergency response preparedness planning activities
  • Proven understanding of emergency management doctrine such as the National Incident Management System (NIMS), National Preparedness Goal (NPG) and Homeland Security Exercise and Evaluation Program (HSEEP)
  • US Citizenship
  • Secret level security clearance

Preferred Skills and Qualifications

  • Master’s degree in public health, environmental health or science, emergency management, industrial hygiene, public administration, or other related field
  • At least 4 years of experience in design, conduct and evaluation of HSEEP-consistent discussion-and operations-based exercises and/or development of preparedness documents (such as response plans)
  • Master Exercise Practitioner certification or HSEEP certification (EMI course L/K 0146)
  • Familiarity with environmental monitoring/biological early detection systems
  • Experience supporting bio-defense or medical public health programs
  • DHS Suitability
